Mages can easily hit that using Mana Clash, and rogues can use Arrow of Slaying.

If you have Blood Frenzy from the Reaver spec, that could help as well.

Rogue: Arrow of Slaying
Warrior: Arrow of Slaying, possibly Final Blow
I've heard conflicting reports on Final Blow and just how much stamina it converts to damage (apparently it isn't 1 to 1). You may need to set up your attack with other party members. Have Zevran use Mark of Death on your target, have Sten use Sunder Armor and stack up on plus stamina equipment before you make the attack. You can also try adding poisons and coating and using vulnerability and affliction hex on the target. Also drop the difficulty to easy (your damage is reduced on the higher difficulty levels). You're going to have to set this one up as a warrior.

To get the Blood Mage specialization your PC has to be a Mage and has to enter the fade in Redcliffe and negotiate with the Desire Demon. If you have a high enough coercion you can convince it to leave Connor and teach you Blood Magic, if not you can convince it to leave for a time and teach you Blood Magic. If you don't mind metagaming, save before making the deal, unlock Blood Magic and then reload and handle it as you would like (I recommend getting the talent/spell book).
To get the Reaver Specialization you have to side with Kolgrim and defile the Ashes in the Haven quest. Again you can reload after unlocking it and it's unlocked for all playthroughs.

BOOM! 250+ damage.
I got it on mage from virulent walking bomb (I have never taken mana-clash, odd, eh?), Arrow slaying from my archer (at like level 8 haha), and that's about it. Have not gotten one on DW warrior, I don't think you can for DW rogue, and have not gotten one with 2h warrior (because he is not berserker).
But shale got 260 once from doing his Final Blow + perfect striking + leliana song + 60 strength + attack bonus from heroic offense spell when hitting a wolf, never got it again though. His next highest was 190

so apparently I need to get hexes and manaclash, two lines I have never done.
Because Morrigan and Wynne never seem to have enough points ::Grumble:: <_<
I usually go 4-5 healing spells (first three in tree, then group heal and revival)
Glyphs, cold line, and spirit prison line. Sometimes the haste line, sometimes Blood Mage line. So there is never any points left.
Maybe I will make another mage character to just have:
Basic heal
Cold line
Spirit prison line
Mana clash line
Hex line
three glyphs.

Hexes are a mixed bag. They do work very well to increase your damage output across all spells. They actually do more damage than running spell wisp and spell might. There are two problems tho with the hex line. 1) They royally ****** off anything you cast them on, particularly affliction hex. 2) You have cast the hex line spell before you cast the offensive spell in order to take advantage of the damage. Sometimes it is better to just blast 2 offensive spells instead of hexes + 1 offensive spell. I avoid this by running two mages and put hexes on the defensive orientated mage. I then have that mage hex the highest health hostile while my offensive mage opens with CC/fireball and then the more potent spells.

Yes, very much so. Huge aggro magnet.
And I always wonder how worth is to debuff/hit something I can kill with 2 hits.

I love comments like Ryngard's....If you're gonna go that route, why even bother with an hour? Just find a mod that automatically GIVES you the achievement...Ha ha, the irony - "Achievement"...
