Ive tried everything from reformating my hd and reinstalling the damn game to trying different nvidia drivers!!
Problem is this.....
during dialog cutscenes, the frame rate drops so low and finally stops responding. Starts with Momma Cousland saying the shields belong to Howe and next thing i know skip studder studder stop. Sound keeps playing, but vid stops. Ok, just keep hitting esc to by pass the dialog. Next, meet the hiwaymen outside Lothering..same damn thing.
Then the soldiers in the Tavern.
Tried new drivers for video, audio, mobo..still continues. Even reformated my HD, fresh install of Win7 64.
Tried installing on 2nd drive, XPpro 64...still continues
tried playing with no mods, no patches, removed sb x-fi..still continues.
Now before someone gives the typical "overheating" speech, running liquid cooling on cpu, and vid cards. everything stays in the good range.
First play thru, everything worked perfect.Went to replay using another character, and all the sudden the slow downs.
My system specs..........
Intel core2 quad Q9550 @ 2.83GHz
8.0gb ram
2x Nvidia 8800gt in sli mode (using Nvidia recommended profile)
SB X-fi extreme gamer
900 watt power supply
everything runs great, other than the dialog scenes i mentioned.
Battles..no slow downs
in camp dialogs no problems
ran hd software to check for bad sectors..nada... perfect
defragged, cleaned registry, have services cut off to a minimum
every other games i play..no problems
dxdiag tests on video and sound all passed with flying colors
stress tested vid cards..no problems
stress tested memory..no problems
any other ideas..check something i might have missed
Just about tired of this.........

Check your running processes. It's been my experience that little utility programs that sit in the system tray can interfere with the game.
One day my game was running fine. over night I installed CleanMem and RivaTuner, game started locking up the computer to a hard reboot. I uninstalled CleanMem and RivaTuner, rebooted and the game ran fine again.
Those were just the two that caused me problems, there's a million little TSR programs out there (Terminate and stay resident, old DOS term) that you would think shouldn't have anything to do with the game...but they do interfere somehow.

the only processes running now are system required. everything else has been shut off.

Have you tried doing a system restore to the date you finished that first play through?
You could backup your game data, do a system restore, then restore the game data.
Other than that, it sounds like you know what your doing so I'm out of ideas.

nothing changed. Did not install any new programs, delete any programs. I even left my old character save files in place.
