It depends.
1) Did you evolve it for squad bonus at rank 4 (recommended)?
2) What guns are you or your squadmates using?
Generally, rapid-fire weapons need increased freeze chance to freeze enemies more often. Slow-firing weapons can freeze enemies more often, typically on every single shot.
Damage Combo is probably the better choice, but since I never care a whole lot about my squadmate's weapons, I usually go freeze chance. I always evolve Cryo Ammo for the Squad Bonus.
