This is more of a recommendation than a question, and I'm sure you or the team have considered it, so I was just hoping for comment.
Now that you have a challenge system that rewards a specific pack for completing a specific challenge. Many newcomers are now inundated with the vast array of rares. The tonnes of content is fantastic. But the newer people have little to no chance of getting decent items for quite some time, so that while their skill is top notch, their loadout cannot complement it.
What I would suggest is this.
Take one weapon, from each class of each rarity (think MP demo selection days, excluding any ultra rares) and create an achievement which unlocks the first level of each. That way, you could introduce people, give them a specific goal to work towards with a guaranteed reward to get them started.
I'm not a new player I know, but I understand the difficulty of unlocking stuff when there are vast swathes of possibilities and all you have is a random number generator.
We are definitely looking at how new players react to all the content and the road ahead of them
