Storywise, a cleric class just does not fit into the world correctly and if there is a seperate faith that HAS to be created for that element to be possible I do not see it is worth it. The damage it will do to the story is just a terrible price to pay for that.
It's not that different from how you become a Reaver. A certain indoctrination, otherwise no powers. The fact that the game lets you cheat by getting the power and then resetting the story doesn't really change the fact that Reavers were intended to be dragon-cultists. It wouldn't be unreasonable to have a class with their own spell lists that can only be taken by followers of a given religion. Some spells could be borrowed from the normal spell lists, with some others as well.
They could even do it as a specalization that can ONLY be taken if you do a storyline action and available to any origin. Disciple of the Maker, for example.
Is it neccessary? Absolutely not. But they could do it without doing "damage" to the story if they felt it a worthwhile addition.
Not to mention the balance in characters. A healing, undead bashing tank is overpowered enough. And for it to be done in DA it would need to be a specialization. How could you get the cleric skills in 4 talents? Even game mechanics it does not really fit well. It would be a super nerfed cleric if at all possible.
Tier 1: Spirit Condemnation (or "Mend the Veil") - Smaller radius Mass Paraylze, instant cast, only affects Undead and other Fade beings (abominations, demons, etc.) Not darkspawn, humanoids, wolves, etc.
Tier 2: Hand of the Divine - Revive on fallen combatants or Heal-to-full on injured combatants. Short range, long cooldown.
Tier 3: Divines Fury - +8 weapon and spell damage to Spirits and Undead
Tier 4: Inspiration - If a party member has lower than 50% stamina/mana, the party member's stamina/mana is set to 50%.
It's not every spell that a cleric/paladin has, but definitely gets the flavor down that some people are looking for, and it really isn't any different from Reaver.
