Thread title says it all really, but from what I've seen in matches Havoc Strike is used very rarely by Havoc soldiers. I also don't know whether making it restore shields would require a patch.
Would Havoc Strike be OP if it restored shields?

Probably yes. It's designed with its not restoring shields in mind, after all, and it's fairly safe to assume Bioware based its core code and statistics off of Biotic Charge (then modified it to suit the new conditions - no shield restore, fire detonation-capable, needs to have some weaponry synergy since it's on a Soldier class.)

Havoc Strike already helps survivability with invincibility frames and a fire effect.
Adding healing on top of that, with the Stimulant Pack in mind, would be overpowered, yes.

Use a revenant/GPR/Phaeston/Avenger to prime a group with cryo or disruptor rounds, then smash into them for an explosion - what's not to love?
If more than 2 survive, pop a stim pack (unless they're close together in which case a heavy melee should do the trick).

I don't think it would be overpowered. It would just be redundant. Why would you want to restore your 1k shield when you can have 4k on demand?

Whats the point? If his shields restored after Havoc Strike you may as well change his class to Vanguard.
