 I certainly hope so.  I know that Bioware has not explicitly stated this but it seems like it is the case.  

  Do you think that Harbinger will return and if so or if not, then why?


Let's remember that they told us not to get too attached to a plot.  So, does that mean he isn't coming back?

It still gets me that people HATED Harbinger after ME2 because he wasn't as cool as Sovereign and now people practically worship him. You can't please fans like these.

Believe me, I never hated Harbinger but some who now worship him may have at one point.

There's nothing to argue really.  I'm not arguing that they will or wont bring Harbinger back.  I just want discussion.  And besides, I've seen many convincing arguments on here from many people.  No matter how convincing an argument may be, it's still not enough to sway people because they are so dead set on what they believe.

   Some sort of battle, maybe he possesses  a super collector and we have to fight it.  And a conversation with him talking trash about how he is so much better than me.  There is NO REASON why this shouldn't have been in the main campaign.  The game was incomplete and the poorer for it.

Battle a real antagonist.

Heroes don´t defeat armies. That´s why every effective enemy has a single avatar that we can fight instead. We had Saren in ME1 and Harbinger in ME2. In ME3, we have nothing like them.
