Good one. A little AI with some lines of dialogue that we meet the first time 10 minutes before the credits is not a main antagonist. We don´t fight it, all we have is some dialogue, but nevermind, that´s not the important part.
A main antagonist motivates you. It is the face of the enemy we you fighting all along. It is like Saren: He pisses you off at the beginning of ME1, and then you hunt him the whole game. Harbinger is more mysterious, but that works too, at least we have a name and learn some of the things it does and says.
Catalyst doesn´t work because we never heard of it. We never fought it, we never tried to stop it. It is non-existant to us until 10 minutes before the credits.
I guess Kai Leng was a failed attempt to create one of the Saren kind, but they screwed up on that. The only really good main antagonist in ME3 is Illusive Man, but his plot is secondary and resolved before the climax.
