Well the trouble being is I missed it on the mission you get it, and now I cant up it past lvl 7. Has anyone else had this issue?

Can you upgrade it at the armory? The other option is that normally when you miss guns, they appear at the Spectre Requisitions store.

Yes you have to find a gun on the mission appears in NG+ to get it to X because it awards 3 levels when you find it in NG+.
Guns do not show up in the stores if you already have them.
