Skills like "Arrow of Slaying" have the requirement "Master Combat-Tactics". How to do that?
I think its somewhere in the ABI_BASE.gda, but where?
How to set talent as requirement?

Arrow of Slaying has a guitype of 8, which is defined in guitypes.xls. Guitype 8 requires "Combat Training", so I think the game magically "knows" that each talent in a tree of guitype 8 requires a consecutively higher numbered Combat Training skill (no idea how that is calculated by the game, though).
If you were to make a talent with Arrow of Slaying as prereq, the game might also require "Combat Training 5" (the one following Master Combat Training) and possibly blow up if it can't find it...
However, you could make a new guitype requiring "Arrow of Slaying" as prereq and then assign that guitype to new talents.
