Ok, she might not be xenophobic (which I'm not sure, since she thought that the mage Qunari was escaping from the Qn and yet wanted him dead to strenghten her cause, which shows little regard to his life, contrary on what a Chantry priest should do), but that doesn't mean that she should hate the Qunari because they have different beliefs. Both the Chantry and the Qun should learn to respect others who don't share their belief, a thing that elves and dwarves do.
They might be devoted to their cause, but Morrigan and Miranda aren't extremist on the matter. And Andraste never said to annihilate those who don't share their belief. She was allied with Shartan, who I believe was faithful to the Creators. For what is my opinion of Andraste (which might be wrong, but we don't have proof) she wouln't be fine with Petrice's opinion. As she probably wasn't about the annihilation of the Dales (and probably of mages treatment in the Circle)

Because my Hawke hates the qunari, so siding with Petrice was natural (I had to cheat via console). She thinks Petrice is right about the Qunari being cruel and barbaric, and a war with them is inevitable. Peatrice reminds me of Anders. They both murder a figure of compromise to escalate a situation and start a war they believe to be a righteous cause (I agree). Of course Anders strikes a blow against public opinion for the mages, while Petrice attempts to sway public opinion against the qunari (Ethina was more popular than Seamus).

My hate for her was potent lol It got to the point I intentionally killed the Three (well, sometimes not Gracie) just so Eleanor would drown her
But you know you've gotten the characterization down to pat when you can make players loath a NPC.

I'd have condamned her regardless of my opinion of the Qunari, but the Qunari aren't that bad. Surely, you could consider people in the Qun as slaves (while they don't, and it's clearly shown with the Chantry having difficulty of re-educating the people that was under the Qun's territory), but it's not different from destroying the elven realm and making the elves second-class citizen, othen with only a little more right than slaves in the Tevinter Imperium, or treating mages like garbage (at least in Kirkwall). Petrice surely didn't have a problem with how the mages are treated in Kirkwall.

Regardless of their views (which they're free to have), the Arishok didn't want to change the town, otherwise he would've done this from the moment he arrived in Kirkwall. The problem was that he was forced to stay in Kirkwall (which I don't think it's a good enough reason to do what he did, though).
And about their views on Kirkwall, I'd agree with him. The city was the perfect embodiement of everything that is corrupt and worthless in Thedas (not saying that there aren't good people, mind you. But I believe they were a small minority). The nobility was corrupted, the city was full of chaos, crime and violence, and even the two major sides in which the player should aid (mages and templars) shown their worst side, in a way that I protected the mages only because they weren't involved in Anders's action, so Meredith's decision was asinine to be gentle (and it didn't prevent me to being disappointed in seeing almost every mage, even during the final hours, recurring to blood magic and becoming abominations).
I highly hope that templars and mages will be better presented in the next game, otherwise I want to the option to beat both factions at the same time. I don't want to be forced to aid the faction that were presented in Kirkwall.

Anders and Merrill are apostares and Isabela is a pirate, so they're technically criminals for the society they live on. Sebastian's "victims" were criminals who killed his family and should be put to justice, either death or jail (and anyway Elthina criticized him). Fenris is "forces" to kill the Tevinter soldiers that came after him, it's necessary for survival. Bethany and Carver didn't plot anything. Varric is, well, Varric, an the people who he kills with his plots are mostly criminals. The Qunari have been granted a place in Kirkwall by the Viscount, so they shouldn't be killed unless they start to attack people.

Aveline sent my mage to the Gallows! To get a Templar off her back, very suicidal for a rogue mage to walk casually up to a Templar and complain.
Merrill wanted my help to summon demons.
Anders had me sneaking in underground passages with crazy Templars.
Isabela unleashed the Qunari on me and Kirkwall.
Fenris blackmails me into the lair of a magistrate.
Varris convinces me to play with darkspawn.
And so on and so on..
The only difference between these and Petrice is Pretrice was blunt about risking our life.

Don't think that's the right religion; Andraste was married to Maferath and was also the Maker's bride; she was a bit of a player. So I think Andraste wouldn't mind if her worshippers did some snu-snu on the side lmao
