I don't find the details that jarring - they can be explained away quite easily. For instance, I remember that MotB was initially advertised at having a shorter campaign than was in fact the case. Also, in the German article I read, it said that the main character was new, but not that they started at level one. If they started at level ten or fifteen, there might be good cause for raising the level cap.

ETA: To clarify, I know that MotB was developed by Obsidian. However, it shows how estimates of game time can change between the announcement and the release. In Bioware's case, the annoyance about the playing time of Warden's Keep may have discouraged them from giving overly optimistic game lengths.
Starting a level 10 or 15 on a fresh character is somewhat, dumb, and accomplishes nothing and serves no real purpose to either the expansion or the OC. MotB essentially carried your character and his story over from the OC with the option to create a new one if you so choose that was a "canon" character so to speak, hence why the level had a minimum start.
Like I said, I just don't think 15-20 hours would really get the job done for a Bioware/Gaider style game and story on a character starting from scratch, unless as I said it's episodic and we get one of these packs every few months. The level cap raise is also an odd feature because aside from using a glicth the highest you can get is 23 at the moment in the OC with both Stone Prisoner and WK, RtO may make it so one can get up to 24. So why there needs to be a level cap raise in an expansion that doesn't continue on with the Warden is beyond me because it easily could have been implemented in a patch to resolve any possible issues with the DLC adding XP to the final tally.
What little info is there just doesn't make any sense to me at the moment hence why I'm assuming this rumor is either completely false or seriously misinformed. We'll see what, if anything, comes from Bioware this month.
