Got the rod.
Talk to Shale but no response.
Possibally I was given the "wrong chant" ?

You have a whole mission to finish before you get the proper command word. Go into Williams place and run through that. It's pretty easy other than the puzzle at the end. I hated those things when I was growing up, but get it pretty fast now.

I went back and finished the cellar where I got the correct chant.
