Can you get the marksman bonus power if Ashley is dead?

Apparently you can by talking to Ashley. But she is radioactive dust, so that isn't an option.

I have all the bonus powers. Since I had no saves where Kaidan was alive, I created a new character in ME3 and chose for him to be alive, then played the game and got Reave and Barrier.

Doesn't unlocking it with one charecter, unlocks it for all charecter? I remember starting a new playthrough with a different charecter than the one I finished the game with, and still had access to a bunch of bonus powers...

Unlocking it with one "profile" unlocks it for any character you create. But you can only unlock Reave or Barrier if you have Kaidan, or Marksman and Inferno Grenade if you have Ashley. I always saved Ash on Virmire, so I had to create a new character to unlock Reave and Barrier.Solmanian wrote...

BonusPowerID = 2 Marksman, PlotConditionalID=1278, PlotStateID=22109
In Gibbed's try setting the Bool 22109 to True (if it's False) and see if that works. I imagine it's only that last variable since I have all the powers unlocked and the other two variables are both set to false on all the powers, but the PlotStateID's are all set to true.
