Am I doing something wrong, because I only have 9 garnets. I haven't ever destroyed any. I have sold some to shops but I've gone around to every single shop in the game (that I can still get to, anyway) and I only have 9 garnets.
Are there any enemies I can fight that drop them or any person I can pickpocket that will give me a garnet?
Garnets?

took me a bit to collect all 10, got some from chests and some from corpses.
I've since been selling everything I can to the d0rf in camp, as he's easy to get to and always keeps my stuff.
most of these side quests have required alot of traveling and patience, not to mention inventory space...

I would imagine most enemies have at least a chance to drop a garnet. I found a garnet on the corpse of a spider in the Mage Origin story once.

Darkspawn are good for dropping garnets, or any other gems. I usually find about 10 in Orzammar alone.

I always end up with 9 as well probably due to needing some from drops that may or may not happen. At least the one from the summoned nug in the mage tower is guaranteed.

I got 5 garnets from doing Slim Couldry's "Market Day" quest, from one of the locked chests in the Market.

I've had plays where I only had 9, and plays where I had at least 14.

If you are on PC, I'll share my experience for all of you and make this as simple as possible. I know it's an ancient thread, but Google kept bringing it up for me when I was looking for relevant information and couldn't find any. So instead of making a new thread, I'll put a bookend on this one for all of you.
First, install these two (1) (2) mods. You don't need any special knowledge to do it, simply download them and copy/paste where the author says to.
Next, enable the developer console. Go to Program Files\\Dragon Age\\bin_ship\\daorigins.exe and make a shortcut of daorigins.exe to your desktop. Next, go to the shortcut, and where it says Target, at the end of the script that is in quotations type a space and then -enabledeveloperconsole. Press apply, and then do this.
Go to Documents, then go to your Bioware folder. Follow this path: Bioware\\Dragon Age\\Settings\\KeyBindings.ini. In the KeyBindings file find where it says OpenConsole=0. I make mine says Keyboard::Button_Tilde, which is the ~ key. Then save the file.
Now you're pretty much done, we just need to run the game. I had to run mine as adminsitrator to make it work, so you might need to as well.
When the game is up, press ~ and you should see a white > in the top left hand corner of the screen, as all other buttons you'd normally use to play no longer work. Now to get your garnets.
Type in runscript additem gen_im_gem_gar.uti and then press space and enter whatever amount you want, 1,4,8,1000000. It's up to you. I hope this helps anyone else. Without those mods installed the console commands would be invisible when you typed them, and without the other one the additem commands won't work at all. Enjoy!
