This error message is occasionally triggered by a failed communication link among the softwares dealing with the game's graphics, in a few cases. the video drivers, but more commonly, Direct3D, in the form of Dx9. Uncommonly, it might be the PhysX functions. Somewhat commonly, some part of the game's code is corrupted and the game itself must be reinstalled. If you do have a supported video card, and do understand how those components are related to the requirements, try those graphical elements' reinstalls in that order.
It doesn't make any difference whether it's Vista or Windows 7. Dx9, not Dx11, is used by the game, exactly as already described. You can't stop Dx9's install and still run the game. The video driver, Dx9, PhysX (yes, for CPUs, so includes Radeons), and the game itself all have to work together, and in your case, they aren't doing so yet.
