The gun's damage is... poor, but it's not too bad for its weight really. A damage buff wouldn't hurt but..

It should have a huge amount of force, enough to knock phantoms to the ground, but have the same damage.

I dont' know how to say this, so let's use math.
If a power class gets 50% of his output from powers while using light weapons, then then a hard cap of double damage must exist on weapons. Even if the heavy weapons simply disabled power use altogether, you would have no reason ever to use powers if heavier guns were twice as powerful as light ones. In reality, nobody except maybe a Fury can get 50% of his damage output from powers. However, the Raider has 6x the burst DPS and 3x the reload-canceled sustained DPS of the Disciple. Even if you had to disable powers entirely to carry the Raider, you would be 50% more effective by doing so. That is not the case, of course, and you are quite truly nearly twice as effective as a character with a Raider as you are as a character with the Disciple. I'm not saying the Raider is perfectly balanced or that weight should be totally irrelevant, but the current MASSIVE GULF in power between lighter and heavier weapons does little to enhance the game. The Disciple in particular is, independent of its weight, completely useless. It honestly serves as nothing but a junk item on which to carry a Shotgun Omni-Blade.
Since the heaviest of weapons reduces your cooldown by less than half even on ligher-bodied characters, it would make sense that the difference in power would be similarly close to 50% more for the top compared to the bottom. The current difference is more than double, and weight differences are largely scattershot. None of it makes a whole lot of sense, but suffice to say that the Disciple in its current incarnation is sufficiently weak that no-one in his right mind would use it.

On bronze the Disciple X rips through mooks in one shot (you can do that on silver and gold as well btw with headshots and equipment) and it can stun even large enemies on silver and gold though the chance is very low. Was soloing Silver/collectors after my team died and the disciple's stun saved my hide many times by stunning the scions and praetorians.
Try using it on a power heavy class escpecially one with damage over time powers liike reave. Fast recharge means more DoT stacking and decent damage combined with the stun. Still needs a little buff though. Even when used properly on a class that syncs well with it it can be outclassed by the piranah, eviscerator, and wraith. It feels like the Scimitar X can match the Disciple X in close range even. That's realy bad for a rare weapon...

I don't want to have to use consumables just to make a shotgun worth using. If I wanted to use consumables, I'd just use the Wratih or the Piranah with them to make them more powerful than they actually are.
