'Slow Firing' Sniper Rifles

Now, I'm not professing to being the greatest shot with these sniper rifles and, I wasn't pulling off head shot after head shot with them but I was hitting with them consistently and I couldn't help but notice that the pistol, without the benefit of the significant damage boost from my equipment, was capable of a much significantly higher DPS than any of those three rifles.
In my opinion, this is a significant balance issue that needs to be addressed.

I wasn't using a character with either of those two powers, but I was using a Soldier with damage specs at rank 4 and 6 in the passive. I've not tried using my Eagle versus cerberus but I was taking down Scions with two clips last night. How quickly can you take down one of them without the benefit of TC/AR cheese, I wonder?sobit wrote...

To be honest, it was more going against the Scions and Praetorians I found myself switching to the Eagle and taking them down faster.

In actual gameplay, it's not so clear cut. First, a lot of us still climbing the ladder only have level I or II such weapons, They are heavier and less powerfull. Also, I am a good shot but do not host. Hitting a moving target is a real problem. Lag is not consistent, so one shot may fall behind, and the next may be too much lead. With the slow firing rate, misses are punishing. And jumpy screens make it that much worse.
Those who host with maxed out weapons experience a very different game from the others.

use a power to stun the enemy first. infiltrators that make great enemies are
salarian infiltrator - tac cloak then energy drain
female quarian - TC then sabotage
turian ghost - TC then overload
all 3 of these abilities are direct hitscan abilities that will stun standard infantry for a second, allowing you to line up that perfect headshot

During the course of the session, I played games with the Black Widow X, the Kishock X and the Krysae X. In each game I was packing a Sniper Rifle Rail Amp III, a Sniper Amp V and carrying my Eagle VII as a back up weapon. The mods I used in each case were Sniper Thermal Scope V, Sniper High Velocity Barrel V, Pistol Magazine Upgrade V and Pistol Heavy Barrel V.
I see you were going for that -200% recharge.
Snipers, particularly single-shot snipers, benefit from two powers: Tactical Cloak and Adreneline Rush. Your basic character gets around a +25% weapon boost, +20% for a headshot, then usually +25% from a heavy barrel. You have 175% normal weapon damage. Tactical Cloak gives up to +105% for snipers, giving 280% normal weapon damage, almost double. Adrenaline Rush can be used to instantly refill the clip to take a follow-up shot at +70% power with the two combined shots giving 420%, though this requires double the ammo and is only instantaneous damage. TC's ability to reload cancel keeps it on par and uses less ammo as you only need to land one headshot.
Top this off with the headshot bonus (x2.5, I believe) against normal troops, or even the +40% you instead get on boss units. Your body shots deal 150% before considering equipment, and the TC sniper's headshot deals at least 320%. You are crippling yourself and then claiming that snipers aren't powerful enough in the same way that an Adept with a Claymore and Javelin would protest how exessively long power recharge times are.
If you want to run a sniper on something else, take the Viper. It's basically a scoped Carnifex that gets a damage penalty if fired from the hip. Kishock also works extremely well on other classes, particularly Batarian Sentinel, though you need to charge up the shot until you hear the click and aim for the head.

Krogan Soldier with no Carnage... I didn't care about recharge.
Well, after a little experimentation with weapon mods and ammo types, I just managed to take down an untouched Atlas in just under 10 seconds in a solo gold game using Eagle 7, Pistol Magazine Upgrade 5, Pistol Heavy Barrel 5, Pistol Amp 5, Pistol Rail Amp 3, Armour Piercing Ammo 4 and Adrenaline Rush.RinpocheSchnozberry wrote...

With an Eagle 10, I'm pretty sure I could shave that down to closer to 9 seconds.
At the rate I've been popping them out of commendation packs I should have one in about a month!

I never said I wan't getting head shots. I just said I'm not good enough to pul them off shot after shot after shot. For example, soloing a gold cerberus game to finish off my Black Widow challenge earlier today I popped the gold head shot medal around about half way through wave 2.Runegrace wrote...

If you had argued that I was crippling myself by not using Tactical Cloak or Adrenaline Rush then I would accept that criticism to a certain extent, but I think I can safely say that either of those skills has the potential to make any weapon better... as I proved to myself today with my Human Soldier with Eagle versus Atlas experiment that I detailed above.
