Having recently re-analyzed the events before the terrorist Chatnry attack, I noticed a few things tht amde me change my oppinion on a few things. Mostly on Meredith.
A lot of people - even among templar supporters - see her as evil, crazy and zealous. Now I see that description does not match.
But let's not get ahead of ourselves...
The entire scene at hte bottom ofh te Chatnry stairs tell a lot.
For one, Meredith and Orsino are arguing (again) because Meredith wants to conduct a full-scale search of the tower. Basicly like they do in prison - everyone out of their cells/room while we searhc the rooms, then you.
Meredith suspects (as we later found out rightfully so) that some Circle mages are helping blood mages in the city.
Orsino protests about it, outraged at the search, as it "brands them all villains".
Meredith herself at this point agrees with him and is sorry. Her exact words are "it breaks my heart to do this.."
But she feels she must do it, it is her duty to protect the people.
When Hawke arrives she asks him/her what else is she supposed to do. She ask Orsino and Hawke to give her an alternative (note her tone of voice),
which neither can do.What this tells us is that:
1) such searches are not at all common and seem to cause a lot of uproar. Meaning that mages indeed have a lot of privacy in the Cirlce, even in Kirkwall - effecticly proving many mage supporters wrong about the mages living conditions. No, the templars dont' barge into your room and watch you take a bath.
2) Meredith doesn't hate mages at all. Her tone of voice is almost pleading. Her facial expressions say it all when she turns to Orsino. That's regreat and sorrow on her face. When talkign to Hawke and askign for what else she should do, her voice is almsotat the verge of crying.
3) Meredith has some serious willpower. At this point she was in possesion of the artifact for a long time - the same artifactthat drove Bertram mad in a matter of days - and she is still in command of most of her faculties. She can still make rational decisions.
4) When she finally breaks is when Anders blows up the Chantry. At the very point she was going to conduct a search of the tower to find blood mages. Coincidence?
Would she think that? Would she believe that Anders was working alone?
Given all that is going on in the city, it's not strange to see the Circle as beyond saving.
In conclusion, Meredith has more depth then I previously thought.
She was a good - if somewhat strict templar and will be missed.

Also, we see mages are whiny emos because they are outraged by a search.
