Settle this once and for all: Was Elthina actually working for Compromise?

Because nobody seems to be able to agree on whether she did or did not.

Because the last time I played DA2, I remember hearing Elthina basically making it obvious that she would do nothing about the situation with the Circle mages and the templars under Chantry authority and control. That she cannot "take sides". As if implying the Chantry is some kind of a neutral faction in all of this. And she stated how she would pray to the Maker to basically do her job.
I'm not convinced that she was doing anything. She did say she was "seeking to balance the needs of everyone" but is there any actual evidence of such a thing? Was she actually doing anything at all? I don't remember the game making it clear at all. Too many things were so vague. Was it poor writing? I'm tired of not being sure.

She was trying to rein in Meredith a bit and get the mages treated better so they wouldn't rebel. In effect she wants the Circle system to function as it was designed to. She almost certainly wasn't contemplating anything that could be fairly construed as setting the mages free - only to make their imprisonment more bearable.

Whether this counts as compromise probably depends on your perspective. If you're like Anders and regard Orsino as basically a traitor for accepting the mage's imprisonment, then it probably doesn't. But if you're an Aequitarian or Loyalist who just wants to live in reasonable peace and security in the tower, then it might.
