I always give her sabotage, which is very useful vs geth and shielded enemies, but rather long cooldown.
I would also suggest giving her energy drain which is great for priming a tech burst.

I would not recommend the reegar carbine. It has a very short range and squad mates tend to use it like an assault rifle.

I max out quarian machinist, combat drone, energy drain and defense drone in that order, with the following evolutions.

Quarian Machinist
- Durability
- Tech Upgrade
- Drone Specialist

Combat Drone
- Shields and Damage
- Sheilds and Damage
- Rockets

Engery Drain
- Damage
- Drain
- Armor Boost

Defense Drone
- Range
- Damage and Range
- Chain Lightning

The rest of the points go into sabotage.

Sabotage, Energy Drain and Passive.

Then consider putting points into Drone.

Overall Tali isn't a particularly good squad member and it is largely due to her skillset. But Sabotage w/ Tech Vulnerability is probably the most useful power she has, despite the long cooldown.

Do not give her the Reegar Carbine unless you want her to be completely useless with guns. The Reegar has limited range and she will try to shoot enemies that are outside of its range.

I usually spec her one of two ways:
(1) Tech-burster's friend (Energy Drain build)
Energy Drain: Damage - Recharge Speed - Damage
Quarian Machinist: Recharge Speed - Tech Upgrade - Squad Bonus
* No other points needed

(2) "I am only taking her because the game forces me to take her on these Geth missions" (Sabotage build):
Sabotage: Duration - Recharge Speed - Beserk
Quarian Machinist: Recharge Speed - Tech Upgrade - Squad Bonus
* No other points needed

I hate speccing into her drones. While they may have quick cooldowns, they do not really help me as Shepard. I play on Xbox, so if I leave her to decide what powers to use, she usually casts drone, even if Energy Drain would be better. So I prefer map only one of her powers and use only that power.

The people saying that both Tali and drones are terrible have not utilized them effectively. I love using Tali. Mostly for the drones. While she may not be as good of a fighter, think of her more as a support character. By summoning her drones, the enemy focuses on something other than Shepard or the squad. When I started my last playthrough (which I haven't completed) on Hardcore, I was an Engineer, and used Tali as soon as I got her. Three drones and a turret confuses the AI so much, it almost makes it comical to watch. You can spend a lot more time out of cover safely shooting with drones around. I would recommend using a combat heavy specialist for a third squad mate though, such as Javik, Vega, or Garrus. I prefer Garrus, as he can help with tech explosions, so that is a huge plus.

I don't know what you anti-drone people are smoking; the Rocket Drone is a beast. It got kills all over the place for me.

I am not saying Tali's drones are terrible. The problem I have with Tali's Drones is that to utilize them effectively, i would have to micro-manage my squad. I like to play without pausing. I also play on Xbox, so I have exactly one button for each sqaudmate (the console equivalent of Q and E on PC). So I have to choices:
1) Put points into Tali's powers and hope she uses the right power when ordered.
2) Map a single power to the button so she uses that power each time when ordered.

The problem with (1) is that I never know what power Tali is going to use. The enemy could be showing shields, but instead casting Energy Drain, she casts Combat Drone (or worse, Defense Drone). It gets even more dicey on the Geth missions.

That is why I prefer (2), so I can control which power she uses, either Energy Drain or Sabotage.

Also a note about the Rocket Drone (rank 6 Combat Drone): it has a habit of trying to shoot enemies that are on the opposite side of a wall.

+1. Ordinarily I'd agree with Imxar, that anyone who honestly thinks Tali is weak isn't using her correctly (frankly, I consider her one of the strongest squaddies).

But her strength is only realised with the proviso that you micromanage your squad, which is what I do (I'm a Tactical Menu addict).
