What would be the developer objection to an import editor/creator?

...I just, and forgive me for this heresy, don't want to replay through two epic-length games in order to actually see the import affects. Particularly when the smaller choices with effects are most likely to be ignorred/'not done' in any new game/no-import starts. In the Mass Effect series, for example, I enjoyed the cameos like Helena Baker or the mother and brother-in-law talking about their child... but I would have to replay the entire ME1 all over in order to see what they look like in a different way. Otherwise, it might as well be locked content I might never be able to see.
I do realize that this could be prevented as an issue if there simply were no minor-choice carry-overs, and if all the Big Decision variations could be seen by the various import-scenario models (such as the different Warden Origins DA2 provided). But at the same time, I think those little touches were some of the best.
So, as an honest question, what would be the developer objection to NOT releasing a choice-import tool so that you can flag those decisions, big and little, before a game? Not only could such a tool reflect Big Choices more flexibly, but triggering those minor cameo flags as well. That would put it a step above the ME2 comic-DLC (which let you dictate the Major Choices of ME1).
I know one aspect (as always) could be oportunity cost... but don't the developers already create and use an import editor for testing purposes on their own end? Any way that sort of system could be released as a DLC download of any sort, or are there more serious issues preventing it?

1. It's a bit spoily to say what decisions are going to be taken into account beforehand. There'd be no pleasant surprise of "hey, it's that guy"
2. Having all those choices about stuff they've never encountered might be offputting for new players.
3. These sort of things are in part supposed to be rewards for sticking with the series and playing it all the way through. Making them available at the click of a button could be seen as devaluing them.

Though given the reactions to the "consequences" of previous games in latter games from imports so far, I think that there's already so little to entice players to play the previous ones other than just to see the previous games.

And what about those who lost their saves? Like me? I am planning playing again DAO and DA2 in my next summer vacations just to import to DA3, but I'd rather not do that if they made a save import generator.
