I cleared Wilhelm's Cellar but I can't interact with the villagers on the other side of the barrier. I can't get a conversation icon to appear when I move the pointer over them.

What's more I tried going from a previous save and it didn't help

all i can say is mouse over the trapped people behind the barrier. You do get a Conversation icon if you move close enough to the barrier.
