I have this problem: I'm trying to get all random encounters. Unfortunately, I died in the encounter where you get the chance to ambush some bandits watching the road, and now it seems I can't get it again. After reloading, I've been traveling around for an hour or so, but I only got Old Tegrin about two dozen times.

Is this encounter gone permanently in spite of reloading? Or what can I go to improve my chances?

I don't think it's gone forever. But I don't think there's anything you can do to increase your chances of triggering it either. All you can do is travel back and forth hoping to get it.
