Just about every gun is too weak.

Caster classes are relying mainly on their powers, yes, but while their powers are cooling down, they should be shooting. Only the weapons in the hands of anyone but a Soldier or Infiltrator don't do enough damage to justify slowing down power use. I know that the difference between 170% and 200% recharge speed is almost nothing, but a quarter of a second faster powers is far more appealing than just about any weapon.
Casters should be able to at least kill mooks in one clip, or less, depending on the weapon, on at least Silver; Soldiers should be like gods with weapons, since they spend most of their time shooting, rather than casting.
As it is now, most weapons are just too weak or too heavy to really justify on a caster, and soldiers and infiltrators just make most weapons feel as powerful as they should be on casters.
Basically, it comes down to enemies having far too much health. It doesn't make the game harder (for the most part); just more tedious. I want to play a third-person shooter, not a JRPG. Cut down on their health, and any unit they reduce the health of, reduce their cost in the wave budget. Let us face more, less-beefy enemies. That, or buff most of the weapons so that they can kill mooks at a reasonable pace.
The difficulty in Gold and Platinum (and Silver, to a lesser extent) has nothing to do with 'I didnt' kill thet enemy in time' and more 'I got sync-killed,' 'We got bum-rushed by Dragoons,' or 'I tried to run from one piece of cover to another and a trooper killed me instantly because they do ridiculously high damage and my shieldgate is virtually nonexistent.'

Also, the problem is that there is absolutely no reason for a caster to not have 200% recharge speed. No weapon is worth the penalty except the Acolyte, and it can basically be taken by anyone with no penalty at all.

Aside from classes that have passive powers that boost weapon performance (Destroyer, Human Soldier, Turian Soldier, GI), the only difference in weapon damage between a pure caster and a weapons expert is a 17.5% base damage boost and a 20% extra headshot damage bonus. Not that significant, honestly, unless you're using one of a few weapons where a tiny bit of extra damage will make or break their performance (like the Revenant or the Wraith).

What you are mentioning is very visible on 'large clip size' weapons, meant to fire a lot of times. For weapons with smaller clip sizes like sniper rifles and shotguns, you take as much as half a clip to a thing on Silver. (hear me, i'm a bronze player, sometimes go to silver)
That is also the reason, despite liking rapid-fire weapos for the style, I do not particularly like using them, I like to feel the damage I deal with every shot.

The weapons are balanced by color to difficulty.
I mean, as of Retaliation, they're literally color coded for difficulty and set up.
Weapons are actually as a rule, STRONGER than powers unless your character is a strong self detonator.
They also acts as a super combo utilities.
Your logic is baffling.
The balance between power and weapons is like balancing every character, no, perfection will never be achieved, but that doesn't mean it shouldn't be refined and attempted.
Right now weapons as a whole > powers, even with buffed splosions.
