I would very much like to see Oghren again however. I'd love to have Oghren the Drunken Warrior and Varric the Sarcastic Rogue stand side by side with the new DA3 protag. I don't care if it doesn't fit the story, those two in any story = awesome party banter.

As for not returning - hm, that's tough. Probably Anders - I thought he was great in awakenings, but he was insufferable in DA2. But it's probably not very likely I'll be seeing him anyway.

As much as I want to say I'd never like to see Isabela again, I am curious about what happens with the whole turning her over to the Arishok. I know what Varric says to Cassandra, but after that I really want to know what happens. Otherwise its Anders.

-Anders (come on, he's the real star of DA2, and I still like him)
-Hawke (I'm horribly attached to my Hawke, and I love Jo Wyatt's VO)
-Sigrun (great character that deserves more than a side line in a DA2 DLC)
-Alistair in a better cameo (a cameo where "Swooping is bad" is never, ever , uttered)
-Varric
-Feynriel (A "dreamer," and the first in two ages, that has to be mentioned)
-Bann Teagan (don't know how he would, but I like him, much, much better than Eamon)
-Cassandra
Who needs to go away:
-Morrigan (though my Cousland let her sleep with her boyfriend so she could be queen - so she's prob gonna show up in that save for DA3)
-Fenris
-Merrill
-Isabela
-Tallis (though I love Felicia Day and her voice acting, and I like the idea of a non-Kossith Qunari, she wasn't well done)
-Leliana (Romancing her was so annoying, I was competing with so absentee father-god thing who's already married for her love)
-Cullen (I'm sure he's got great character potential, but I hate his guts)

Except Felicia Day is cool.
It's a backlash against the "co-op" of the nerd title by hot chicks and their corporate sponsors for sweaty nerd dollars because they think (and oftentimes we prove) that we are that shallow. <_<
Also, because we got our faces punched in all the time for being nerds, we want to keep our exclusive title. Like hipsters.

Apparently I'm the only person in the world that doesn't adore Varric so I'm going to nominate him for the "never again" category, although I'd be just as happy to lose Merrill and Oghren forever as well.

See again: Fleshed-out Velanna(sp?). There was something lovable about her perniciousness. Unlike Morrigan, whose malice was often a product of arrogance, Velanna's spite derived from a more-relatable jadedness. Velanna, (damaged by the extermination of her clan, and subjugation of her race), augmented with a longer storyline, may offer a rich perspective into the enigmatic, elusive Dalish culture.
Never again: Merrill. Merrill proved irritatingly naive, reckless, and one-dimensional. Merrill's quips were rarely enjoyable, and her antics were often borderline ridiculous, in an awful, unbelievable fashion.
More importantly, however, was her failure to better illuminate mysteries of the Dalish. Too consumed with fixing that damn mirror/cohorting with the malevolent spirits, Merrill never quite seemed like the "learned first" of a Dalish tribe's keeper. Merely using magic does not make one "the first": transdency, wisdom, and prudency are qualities of a worthy "first of the keeper" character. Thus, by merit of obvious personality flaws inherent to Merrill's character, I hope never to travel with that asinine Dalish bimbo ever again.

I also happen to agree with you on Velanna returning. She was actually interesting, unlike Merrill.

Morrigan, Velanna, Oghren, Sigrun, Loghain, and Arl Eamon - but only if I didn't kill them somehow. And if the only way they can be brought back is as pointless cameos as seen in DA2, then I rather they don't show up at all.
I don't want to see:
Fenris, Sebastian, Merrill, Anders, Aveline and Varric.
