Some interesting perspectives.
Back in the olden days of 100% shield gate, there was a good argument to be had for the Valiant, since could much more rapidly land the multiple shots necessary to kill protected, mid tier enemies. At that time Black Widow was arguably better against trash mobs, and Valiant was better versus mid tier. It was debatable which was better versus bosses, since time to kill isn't hugely different on an infiltrator, but exposure to targets is. Black Widow can get all shots in under cloak bonus, then reload and cancel for the cooldown. Valiant would drastically lag Black Widow in real DPS if you only fired during cloak bonus, but you could catch if you fired another 3 shots during the cooldown. If course the issue is that you are exposed to enemy fire longer to have essentially the same damage as the end result.
Now that they have lowered shield gate, buffed Disruptor Ammo, and buffed the Black Widow, there aren't many cold, mathematical, reasons to favor the Valiant on an infiltrator. You can argue that it has better handling (which is a subjective argument I would agree with), but at the lower levels it does not have particularly good "ammo efficiency." It seemed pretty lackluster on when I ran it on Platinum. It is still a nice gun to use on Gold.
Should it be buffed? I don't think it needs to be buffed all that much. It never made sense to me that this light, scout type rifle should even compete at all with "anti-material" rifles in damage in the first place. Valiant weighs a lot less than Black Widow at similar levels. If anything, Maybe drop the weight at Level 1 to 1.5, but otherwise this weapon doesn't need much in the way of buffs. At least not when you consider the vast array of weapons that are more deserving that people should be concentrating on.
