Why not both, for Maker's sake?! Of course a human can be many things, have many origins, but...
A human can't be a dwaven lord.
A human can't be an elven slave
A human can't be a Arishok
A human can't be a castless
A human can't be a da'len
Of course race matters - as origins too.

No, there is no time for them to change their minds, it's far too late. I am sure they noticed that people like origins so we might get that in DA4 if it does come one day.
But it's not going to be in DA3, no matter how much noise there will be made, it's not going to be added now >.<

Why not?
Cause it's a holy war between templars and mages? something that has very little impact on non-humans? If anything non-humans will support the war, not try and stop it, cause it will give them a chance for a power grab.
The inquistion supports the chantry, why would the arishok support them? Anyway the pc can't the arishok the job is taken
Why would an elf support them, a slave no less?
Dwarves? they don't even have magic! If anything they'lll support the templars who buy the majority of their lyrium!

I'm starting to think that this topic has no real constructive purpose in anyway shape or form. I highly doubt they are going to change their minds in regards to racial options in DA:I perhaps maybe in future installements.
If they did decide to change their minds on racial options it would be resource inefficient and the opportunity cost would not be worth it in the long run.
