Anyway, the last two things I tried seem to have done the trick for me... my install is Steam's Digital Deluxe Collector's edition running on Win7 Ultimate 64bit. I tried all the steps outlined previously with no luck. A few pages back, someone mentioned changing the Log On properties for the DA Origins updater from "Local System account" to my own... don't remember who suggested it otherwise I'd give credit. The other fix that I did which may or may not have been significant was to go into regedit and find the key: HKEY_LOCAL_MACHINE\\SOFTWARE\\Wow6432Node\\Microsoft\\Windows\\CurrentVersion\\Uninstall\\Steam App 17450
the key's name is NoRepair and looks to be related to some Steam uninstaller info... by default it is set to 1 so I had the theory that it might be preventing the "clear download cache" in the configuration tool from working, and I set it to 0.
Lastly, I removed any traces I could find of the Dragon Age Charactor creator app, I think it left behind a config file in the "Settings" folder. Since I have the full version of the game, there's no reason to keep it as I have the associated gift item, and can create characters with the full version. Not sure if this helped get the DLCs going, but I'm mentioning it just in case.
Despite having been so helpful to so many people, I'm surprised HemisH's thread is not yet stickied.

How did you do that?rusticmage wrote...
1053 error - I was getting this until I changed the service logon from LocalSystem to my user account. I don't think it's .NET. I now have all my DLC bar Stone Prisoner and Warden's Keep.
I found out, but now it won't start because of error code 1069: The service did not start due to a logon failure.
I chose the right logon :s

Yep, I created a password for my account to see if that did anything. It did, because now I no longer get the error 1069 because of wrong user, now I just get the good old error 1053 *rolls eyes*EternallyWilled wrote...
Lucinda, I tried it as well but for me i still get error 1053

Is your user account an Administrator? From a command prompt, type "net user your_username"
Near the bottom of the output should be a line:
Local Group Memberships *Administrators

I almost feel like doing a clean reinstall of Windows just so I can play this damned game that I've been looking forward to for what seems like forever.
I don't really mean to be whiny about it. I just wish it would work so this massive headache I've got could clear before my brain starts bleeding.

A lot of the questions that come can be fixed or at least troubleshooted from the first post. I even repeatdly told the same thing to different people to point them on which steps / section to use. Since I'm taking a small break, i STRONGLY urge to read the normal pages of this discussion. Chances are you will spot someone saying the same thing : "I tried X and Y" and I then point them to some instructions from the first post. Sometimes it fixes their issue, sometimes they come back and I made them take additional steps that could also help you.
Sorry people! I'll be back later or tomorrow.

Once we followed the steps to clear the Updater, everything re-downloaded and installed perfectly.
Thanks to HemisH for the work in compiling and posting these fixes.

Removing the Manifest and the DAUpdater folder (Step 7) worked for me. The DLC is downloading now, albeit very slowly.

Do the same thing with
installutil /u "D:\\Program Files\\Dragon Age\\bin_ship\\DAUpdaterSvc.Service.exe"
this should uninstall it. If you get no error messages, do exactly what you did in the log you posted. No errors should pop up.
At this point, do 3.2.2
Start the game test it out.

My DLC (The lucky stone and the stone prisoner) appears in the game download tab, however it sits at 0%. I keep seeing the mesage: "A server error occured while trying to access your online profile storage" and i'm not sure whats causing it. Anyone know what it might be?

If you are getting the "error code 5: invalid access" problem when trying to start the daupdater service. try this.
This is for vista
go to the run bar and type in services, right click and open as admin.
then find the dragon age service once more right click and hit properties
for logon click "this account" then click the browse option and type in your name click cheack name make sure its your login name then press ok.
under your login name enter your password and confirm it press ok and it should give you a pop up saying that you have log on rights or something like that.
then right click and start the proccess
worked for me!
