I did 3.1.3.1, 3.1.3.2, 3.1.3, and still fails to install. I allowed it to attempt the install for about 1.5hrs before I closed the game.

For 3.1.1, just locate your AddIns folder, right click it and select Properties.
You should see something like : C:\\\\\\\\Users\\\\\\\\YourUsername\\\\\\\\Documents\\\\\\\\BioWare\\\\\\\\Dragon Age
In your case, to make sure it's the default location, it needs to be on the same drive your windows is installed (in most case c:) in the Users folder under your windows account username.
If you have that, you're all good on this front.
Secondly, for C:\\\\\\\\Users\\\\\\\\All Users\\\\\\\\BioWare\\\\\\\\Dragon Age\\\\\\\\DAUpdater\\\\\\\\
You may need to do 4.4 to show it.
Are Available Content and Installed Content completely empty?
Ok I did 3.1.1 and nothing, I also did 4.4 and nothing.
for C:\\\\\\\\Users\\\\\\\\All Users\\\\\\\\ all that shows up is a documents folder with 1 item inside and its not the bioware folder.
Also the Available Content is empty i had all ready purchased the Warden's Keep, and the Installed Content is empty because nothing is installing.
