My internet is running at dial up speeds so I can't test this, does someone else who's updater service won't start want to download .NET 1.1 and the Service Pack for it, then try installing that and see if it works?

Add another step to your post, I found the reason behind being stuck at 0% downloading was simply due to low hard disk space.

I recently bought points to download Warden's Keep, I bought the content in-game, the download bar showed up but it was stuck at zero. When I restarted the game, it's as if I never bought the content, says I have to buy points again, the Warden's Keep does not appear on the "Download Progress" tab anymore. Did I spend money for nothing? Please help.

I have not successfully added my DLCs. I could not get my DLC download working which lead me to downloading them manually through the direct download. I managed to install them with the DAUpdater (despite the program notifying me that it cannot locate local control service). However, when i login in the game, it says my DLC are unauthorized (with the exception of blood dragon armor which works just fine). I tried the steps to locate the local control service such as 3.2.1 onwards however nothing is working. And the problem is not in my profile as these DLCs are registered in my account. Can someone please provide a solution for me? Thanks.

Try logging out in game, this worked for me.
The local control service refers to daupdatersvc.service.exe which is some sort of DRM utility that verifies DLC every time you log in. It's crapping out on a lot of us and nothing seems to work, aside from my workaround.

I think it is kinda stupid to use an OWN SERVICE for DLC.
I mean: First of all, you can log into your account without that service running, so there really shouldn't be any need for a service to take care of such things.
Second, it also can't be an issue because of admin rights because the DLC gets installed into the Documents-Folder of the current user, not to mention that the service doesn't run automatically - and that was the right thing to do - but is started by the game and, of course, it can't be startet without admin rights.
Furthermore, the service doesn't shut down with Dragon Age directly but only a while later. I guesss it is closed automatically after a while, if Dragon Age isn't running which also means that setting the service to start automatically wouldn't necessarily help users without admin rights.
Btw. "without admin rights" also includes users with admin rights but active UAC in Vista and Windows 7. The don't have the needed rights to start services without an UAC confirmation.
Also: That service isn't just required to download the DLC but is also used to "re-confirm" that you really are allowed to use those DLC which means that if you start Dragon Age without it and log in (btw. I think the DLC can't be used without doing so but I am not completely sure), the DLC will be set to Unauthorized and therefore inactive.
So I don't see the sense of making it an own service. It just annoys users. Not to mention that if every game does this, I soon would have a really big amount of not really needed services installed.
Btw.:
Actually, I am against the whole DLC thing (especially if it is something that gets released once the game comes out; or is a main story related DLC - e.g. strengthens character relationship or something like this, e.g. Prince of Persia DLC - as this means it was excluded from the game on purpose to release it as DLC to make even more money) but as we have it here, I just want to say that it shouldn't be done by using a service. Who came up with that idea?
Especially, I think it isn't correct to include DLC to every new bought copy of the game which means that this was just done to target second-hand sale as those can't get their hands on the DLC without buying it which very likely will result into higher costs in the end.

I tried to do a .net framework repair through cmd (Vista) and nothing changed. I don't have a boot disk to try and repair the OS (the only reason I'm following this line of thinking is that my installutil.exe doesn't seem to work...)
