Kepha's method was mentioned in the first post but it can be hard to located something sometimes.
You could try the manual way of deleting partially downloaded DLC files. It will make you look with your own eyes if those folders are really empty and not rely on the automatic function from the Configure program.
Locate where the service puts the file when it downloads. You might need section 4.4 from the first post so you can see All Users.
(Default values again)
Windows XP C:\\\\Documents and Settings\\\\BioWare\\\\Dragon Age\\\\DAUpdater\\\\
Windows Vista / 7 C:\\\\Users\\\\All Users\\\\BioWare\\\\Dragon Age\\\\DAUpdater\\\\
Delete your DLC in both the folder Data and Info. Refer to 4.1 for the
filename.
Once the files are downloaded the game is supposed to do what you did to install them manually. I'm pretty sure your DLC that never installed stuck in there.

i have win xp. when i start game, it loads, then i get booted from game with DAUpdater error. i have to close the error then i can run game ok, but i can NOT use DAUpdater in any form. i have tried
Naviguate to c:\\\\\\\\\\\\\\\\Windows\\\\\\\\\\\\\\\\Microsoft.NET\\\\\\\\\\\\\\\\Framework\\\\\\\\\\\\\\\\v2.0.50727\\\\\\\\\\\\\\\\

which goes fine until i hit " cd Microsoft.NET " then i get
' cdMicrosoft.NET' is not a recognized as an internal or external command, operable program or batch file.
so now what ? i have been trying for a week to get this. i have tried other mods that supposed bypass daupdater, and they won't run either.

You can transfer those along with your save games.
You shouldn't have problems setting your DA after the installation of Windows 7. The only thing that could go wrong is if you encounter a technical difficulty listed in this thread.
Thank you very much for your friendy help HemisH. Now I can be sure, that the DLC will always be available for my account; even I reinstall the game and I have to download it again. Nothing will be lost.

When you go to download it, select "Run". Its a self-contained application that will patch your game for you.

I redeemed Stone Prisoner - it`s working fine.
Tried to delete addins, all files in settings. Had no result.
Did anyone see this problem?

Did you install the game on the new PC? It's ok to transfer the save games and DLC from your My Documents folder but you can't do that with the game itself.
If you installed it and you still don't have the service, perform section 3.2.3. to install the service.
