so my problem is - DLCs downloading freezes at 100% and doesn't go any further, there is no way to install them (and before I did services.msc thing, they were even invisible).
I used the following solution:

....3.3.1. Cleaning the Dragon Age Updater data to force the game to redetect and redownload/reinstall all your DLC
1.)
Windows XP : Press the windows key + R (or click Start and then RUN) and type cmd and press ENTER
Windows Vista & 7 : Run CMD as administrator as per section 3.1.5
2.) In the command line type net stop DAUpdaterSvc
3.) Navigate normally with My Computer to 'My Documents\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\BioWare\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\DragonAge\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\Settings' and delete 'Manifest.xml'
Some people reported that deleting or renaming (as to not lose the files just in case) all the .xml from that folder helped them when only Manifext.xml didn't do the trick.
You may Need 4.4 to show the All Users
4.) Navigate normally with My Computer to to 'C:\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\Documents and Settings\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\All Users\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\Application Data\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\BioWare\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\Dragon Age\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\' and delete the 'DAUpdater' folder
Under Win 7 it's c:\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\Users\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\All Users\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\Bioware\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\Dragon Age
5.) Optional (If 3.3.1 didn't work for you before for exemple) : do 4.3 for everything in the Addins folder. Be warned that Warden's Keep and Stone Prisoner are close to 1000megs (1gig) in size.
6.) In the command line type net start DAUpdaterSvc
7.) Restart Dragon Age: origins and log in
8.) Your content will be available for redownload on the Download Progress tab

You only have to proceed this way on your first load after each DA:O launch. Once this is done, you can directly load saved games during the same session.
If the above steps do not solve your issue, the next step is to try to launch the Dragon Age Updater service prior to launching the game. For this, exit the game if it is already running, open Windows main menu, select Run..., type "services.msc" (without the quotes) and press Enter. In the Services window, look for Dragon Age: Origins - Updater service. Right-click on this service and select Start in the contextual menu. Once the service has started, close the Services window, relaunch the game and repeat the above steps.

Sorry. I tried this morning and no luck again. I should have mentioned. I moved my Steam games to a new HDD and then DA:O was patched after that.
When trying to run the DA Updater service I get an error saying "cannot find file". Looking at its path it is the old C:/Steamapps folder not the new one. How can I change it?
PS. If I am logged out I can see and use ALL my DLC....

Unless you want to completely reinstall Dragon Age, you can solve this issue by editing one Registry entry for the service so Windows can find its executable image. Just take care because tampering with Windows Registry if you do not know what you are doing can completely break Windows.Thank you for your quick reply.

So, the first thing to do is to find where is located DAUpdaterSvc.Service.exe on your computer and to write down its full path. Normally, this file is located in Dragon Age main folder, in bin_ship subfolder.
Next, open Windows main menu and select Run...Type "regedit" (without the quotes) and press Enter.
The Registry Editor window will open. In the left-hand column, you can notice several entries with folder-like icon and a small triangle next to each. When you click on a clear triangle, you expand the sub-entries present in this entry.
So open the following entries:
HKEY_LOCAL_MACHINE
SYSTEM
CurrentControlSet
Services
DAUpdaterSvc
When you click on DAUpdaterSvc (not the triangle, the entry itself), you can see several lines in the right-hand part of the editor. One line is named ImagePath. Double-click on ImagePath to open its edit panel.
In the lower field of this panel, you can see the path to DAUpdaterSvc.Service.exe as it is currently known by Windows (ie where this .exe file has been initially installed). If this path does not match your current path to DAUpdaterSvc.Service.exe (the one you found earlier), then replace it with the correct path. Once this is done, click OK and close the Registry Editor window.
