I have the Citadel quest Benning: Evidence to complete and I know that I get the Dog Tags from the N7: Cerberus Abductions mission, but it isn't unlocking.

From what I've found, this mission is suppose to become available after obtaining Attican Traverse: Krogan Team, which I have (it's in my Journal, haven't done that actual mission yet), but the Cerberus mission hasn't opened up for me. I've gone to Traynor several times to get this, and nothing happens. 

I'm trying to line up my missions so I can put off Tuchanka: Bomb until I have the VS in my squad, so I'm trying to get Abductions out of the way before Priority: Citadel since completing any 3 missions will Lock the Bomb mission.

Am I missing something that is keeping this from unlocking or do I have to go a different route with the missions in order to have the VS with me for the Tuchanka: Bomb?
