Can't encounter Zevran bug

So I'm at the point in the story where I'm headed for the Urn of Sacred Ashes and until no I haven't encountered Zevran! Help please.

Did you see the cut scene of Loghain hiring Zevran to kill the Warden? You will usually encounter him after the cut scene by going to any location.

I saw the cut scene, but still haven't encountered him. I think this is definitely a glitch

I never had this problem during my playthroughs. So, I wouldn't know if it's a glitch or anything else. But if nothing is working, you may want to use the developer console to trigger the Zevran encounter.
