I've never made a Mage in DA:O before. I've always played Rogues and Warriors (as opposed to TES, where my main characters are always mages).
Can you guys offer some advice or a good build? How many points should I put into Magic/Willpower/Constitution. Which spells should I take? Should I restrict myself to one element (Fire/Ice/Lighting)? Is Arcane Mastery worth it?

I find fireball useful, as long as you take care placing the AoE so there's no party members in it. Apart from that, not much.

There are a lot of great builds at the characters and classes section. You may want to check them out.
For a blood mage, with all +X attribute gear, and the Lifegiver ring, you'd have more than enough constitution than you'd need. So, at most, I get a base constitution of 20. Same for Willpower.
The entropy and spirit schools have some of the best spells around, but then it's just a matter of preference. Personally, I don't like the Primal school much. The only spell I got during my BM playthrough was Winter's Grasp to fill in the gaps between cooldowns.
Regarding whether you should restrict yourself to only one element, it is only you who can decide. There's no best way of doing things here. I'd say choose those spells that suits your playstyle, sod all the rest.
The flat SP bonus from Arcane Mastery is good, but only after getting all the spells you need beforehand. So, you may consider getting it later into the game.
