Sabotage is good but it isn't needed unless you are trying to do some hip build or something.

Sabotage: Damage, Explosive Hack, Tech Vulnerability
Overload: Damage, Neural Shock/Recharge Speed, Shield Damage
Incinerate: Damage, Burning Damage, Armor Damage
If you can import a level 30 character from Mass Effect 2, you can get that setup by the beginning of Mars.
Tech Mastery; Power Damage, Power Damage, Power Damage (for +70% power damage)
Everything else is just a bonus.
Use power damage armor. Inferno Armor will give you +30% power damage and +30% power cooldown. All Serrice Council armor pieces will give you +50% power damage. Research all power damage bonuses from intel (for an additional +25%). As long as your weapon weight is between +150% and +200% you are good. Even at +%100 you should be decent.
For bonus powers, Defense Matrix or Barrier is good for the rank 5 power damage bonuses (+25%), and then rank 6 for the recharge speed.
Anything else is just a bonus. Cryo Blast is a good fourth power with Radius, Cryo Explosion, Frozen Vulnerability. Combat Drone and Sentry Turret are outclassed by all the other Engineer's powers.
Sabotage with rank 6 Tech Vulnerability adds +100% power damage to all tech powers for 10 seconds, including the backfire damage of Sabotage itself. This allows you to really strip away the shields and armor of tougher enemies.
Sabotage will stun most enemies when it hits for about 1 to 1.5 seconds, and the backfire of Sabotage will activate about 2 to 2.5 seconds later, stunning most of those enemies again. The backfire also produces an electrical effect which lasts for a few seconds, which can create a tech burst when hit with a direct damage of force power.
With the changes in patch 1.04 you can now detonate fire explosions without needing to kill the target first, making the Engineer even more powerful.

That said, you can run an Engineer with just Overload and be successful. But it makes sense to add in a couple other powers as well.

There are a fair number of classes that take advantage of warp + throw combos (and similiar biotic combos).

I agree with you. Sabotage+incinerate is probably the most powerful thing an engineer has. Brutes/banshees become playthings. Don't underestimate the tech vulnerability.

You can nearly run him as a soldier that happens to have Overload if you take the right weapons. Not optimal versus armored targets, but you can always Tech Burst it with Incinerate.
But if you can get easy fire explosions now, that would make more sense.
