And my computer is set as in the U.S., too.
The version numbers on all the problem DLCs are red. I have Awakening and 1.05 installed, in that order.
DLC ingame says "Install Failed" even after installing with daupdater. I'm in the U.S.

I'm playing on Windows 7 Home Premium 64-bit using the original release version installed from a disc.
None of the DLC troubleshooting guides I've seen, either here on the forums or an EA's support site, say anything about the "Install Failed" message.

Curious... why did you install the DLC manually? Did it not download properly in-game? Remember that unline the Mass Effect games and DA2, DLC for Dragon Age: Origin is handled within the game.
As to the error message, I've never seen it. First, you might want to use the config option on the launch screen menu and confirm that the game is indeed patched to 1.05. Second, make sure that when you launch the game that you are logged in. Make sure your password does not contain any non-standard characters... letters and numbers only.
If none of that works, and since you have the disc, I would suggest you do a complete uninstall of the game, reboot and use a utility like CCCleanup to remove left over registry keys, then reboot again and reinstall. Install Awakening, reboot, install patch 1.05, reboot, then launch the game and log in... let it download the DLC.

I fixed it by deleting addins.xml, manifest.xml and offers.xml and trying again. Some of it redownloaded, I had to restart the content updater service, and I had to manually put Awakening back into addins.xml using notepad, but it works.
