I think there's a high possibility that who max all UR's under 200 hours can be a cheater.
However, I'm not sure that it's common to max all UR under 300 hours.
What do you think? Do I have to include them in my list?

Well, I'm at more hours than I care to admit (not 300 but it's a lot) and I still haven't maxed a single UR. That said, I'm incredibly unlucky and started playing before these PSPs that make the process so much easier.

Just as an FYI, some people use real money to get packs and could (with enough cash) get all URs unlocked with 0 hours played. So really what you are doing is useless.

Yeh.... if this is your grounds for reporting, I have a strong feeling the team handling cheating will either disregrd your list, or waste a lot of time following bad leads. It would be like reporting people to the police/SEC because they have a nicer car than they could logically afford on their paycheck....... my recommendation would be to save the reports for people you actually see cheat first hand, not conjecture based on their manifest. So take what part of math you like and figure out what is resonable to you.
