I've notified all five couriers (including the one in the Alienage) for this quest but for some reason it doesn't get marked as completed.

If you use "skip dialogue" while talking to the couriers it can sometimes mess up the completion.

Or... did you speak with a Blackstone Irregular? You need to do that before the quest will complete as well.
