Even though I did not choose Allister to be king at the Landsmeet, in almost every conversation from then out he keeps referencing how he will be king, and this is what it means to be a king, and a king sacrifices himself for his people, etc.  In the final epilogue, Anora was definitely crowned too.

Pretty sure its not a bug but they just didn't record more dialogue for people who didn't make him king and got lazy at the end,
