If I remember my first play through correctly, I played on normal and friendly fire was on. I start a new game and as I scroll through the difficulties I see both normal and easy do not have friendly fire. I decided to play on normal again to see what it's like with no friendly fire...it's uhm......well interesting.
Having friendly fire on does make you think a lot more about what you're doing apparently because now I can full out abuse spells. Take fireball for example, I dont have to move the area of effect I can just cast it where I stand and blow enemies back. It's fun to do but incredibly cheap as I'm discovering.
I never thought I'd like the concept of friendly fire but I do. Go figure. But maybe my first play through was on hardcore...if so that might explain some things.
Did they just make the game easier overnight?

You must not have been on normal or else your game got bugged somehow.
Normal is no friendly fire, with the next two up being 50% and 100% friendly fire damage.

Nope, mine still has Friendly Fire in Normal. Damage is only half what it is against enemies, not sure if that changed or not, been on Hard for quite a while now.

Hmm I'll load my old game and look just to make sure, it is possible I didn't play on normal but I know normal and easy have it turned off as of now.

OP is on PS3. Consoles have never had friendly fire on Normal difficulty.

Ah yeah I'm on PS3, probably should have said that. Was playing on normal though and I swear I remembered it having friendly fire but I could be mistaken. I suppose it's time for me to move on up to hard.
