Ever since the last patch, yes. There's no cooldown because the ability just keeps trying to trigger over and over (and you hear that sound like you are standing next to one of those shield pylons) and it doesn't actually turn on.

Lame. I can imagine that getting annoying, because she's this particular character's LI, and I always bring the LI on every mission. I guess it's a trade off, though. That multiplayer vanguard glitch did need patching.
