When I leveled up to level 7 I gained a specialization point but was unable to spend it on any of the four specializations for my character. I didn't think much of it and moved on. Now I just became level 8 and still cannot spend this point. I'm a dwarven rogue and would like to become an assassin, but it will not let me press A to learn this class or any other. Is this part of the game and I can spend it later or is it a glitch? Suggestions?

You can't spend the point until you unlock a relevant class specialization.

I wasn't aware that you had to unlock them somehow, the manual only says that you earn specialization points at levels 7 and 14 and then just describes each one without mentioning that you have to unlock them and how it's done. If it's not some kind of major spoiler, how do you go about unlocking a specialization? Otherwise I'll just keep playing if it's something that will happen sooner or later with continued play.

It's a part of the game, and a major spoiler in each case. There are books to teach the specializations at various vendors, however.

If we didnt spend the specialization point, during either level 7 or 14 due to havent unlock the specialization, can we spend at a later stage any time or must wait until next levelling up?

On the PC yes. If there are any unspent points the ability to "level up" to spend them is always available.
