I'm sure many of us would agree that Marksman and Tactical Scan are a couple of great powers on their own even if you don't believe the benefits they provide are sufficient tradeoffs for picking the Turian Soldier or either of the Quarian men over some other classes. When the Quarian Marksman is released, these two powers are going to come together into something that is going to be able to take down enemies very fast. And what do you suppose is going to happen? Nothing is going to happen to the Quarian Marksman. Instead, the powers Marksman and Tactical Scan are going to be nerfed even though they have done nothing wrong. The Quarian Marksman will clearly be the culprit for what I have come to call "synergy imbalance sydrome", but the two powers in question are going to be punished for it. By extension, the Turian Soldier and the Quarian men are going to suffer significantly becuse their most prominent advantages will be stripped away. Meanwhile, the Quarian Marksman takes a slight hit, but like the Geth Infiltrator before him who had its Hunter Mode nerfed, he'll drive on.
We see this happening all the time, most often in the form of gun nerfs. When a gun is an all-around great weapon suitable for a large plethora of characters but it is discovered that said gun works exceptionally well with one or two very specific characters, the gun gets nerfed. The end result is usually a gun that continues to work exceptionally well with the same one or two characters but is no longer as desirable for any other character. You can't cure "synergy imbalance syndrome" by declaring war on the individual components. Bioware ought to think more carefully about what they put where instead of going "Oh darn it" later on and making other aspects of the game suffering.
