A non-sabotage Quarian Marksman would be a poor version of the Turian Soldier. He has no CC ability, can only debuff one enemy and has worse passives. On top of that, he has no high Health/Shields and no power that gives him DR or some kind of protection (AR, BA, Fortification etc.). Thus making weapons that require him to be exposed to enemy fire for a longer time more difficult to use on higher difficulties.
The only advantage this QM really has is the low CD on TacScan. It makes him a better heavy weapon user than the Tsol.
Edit: He's still a great character, but he's not going to be your "DPS-monster".
True, he's going to be a niche character, and require some skill and forethought to use. Just like DPS monsters would all be if this game was actually balanced.
That low cooldown on tactical scan (and more importantly its 26 second duration) is more significant than you think: The ordinary Turian Soldier only gets proxy mine debuff on ~2/3 of his marksman duration at 200% cooldown. They end up comparable in boss killing power under this scenario, assuming you can make constant headshots to take advantage of the Turian Soldier's higher headshot modifier. At a poorer cooldown time the overlap between marksman and proxy mine debuff decreases drastically, and the Quarian pulls ahead.
I concur though, Quarian Marksman is so specialized, and frankly challenging to play (additionally because he doesn't get any stability bonuses), that I don't think he's likely to be the subject of any nerf threads. More likely buff threads actually.
