So, who really came up with the Ostagar Battle Plan?

Arl Aemon was poisoned before the king died. The Couslands were slaughtered before the final battle at Ostagar. Given that Arl Aemon was Cailin's uncle and the most influential Arl in Ferelden, And Bryce Cousland was a very high noble of equal rank to Loghain and clearly loyal to Cailin because he sent all his men to Ostagar: Loghain had to kill Cailin because if the King had survived the battle, he would most definitely have removed Loghain's head as soon as he found out what had been done, father in law or not. Call it pre-emptive self defense if you want, but it was most definitely planned out ahead of time.

Also you can point out that it's Uldred who basically steps in and say that having to Grey Wardens run to light the beacon is unnessesary because the mages can do it, but that gets nixed by the Revered Mother. Uldred was already in Loghain's pocket at the time so...

Is this part of the mage war council? I don't have a mage playthrough handy to look, I vaguely remember something like that but I don't see it in HN war council

Actually, he's in all of them. He's the bald guys in the robes that says "Your Majesty we don't need the beacon..." Only to get cut off by the revered mother.
