There are various built in camera effects that can be used within the cutscene editor itself.
Depending on what you want to do, there are various ways you can add film grain and other filters to your work by using a video editing program like Adobe Premiere or Sony Vegas, which usually include the various plug-ins, filters and effects you viewed on youtube.

If you want to use these external effects within the game, you would have to prerender them in a video editing program, convert them to bik, and have them play as a "bink" file within a cutscene, which is an option available by expanding the master object, add a new track, right click then select "Play bink movie". If you've placed your rendered bink movie in the AddIns\\yourmodule\\module\\data folder, it should show up in the toolset.

Edit: If you're searching for a particular effect, best you provide a link so that I or someone else here could better understand what you're looking for. Either that, or contact the person who created the video.

thanks DahliaLynn!
i was thinking on this video:

it seems that most used effect in original campaign is DOF, but here in video characters are more "blurry", i guess this was later edited with some third party software.. cutscenes are so powerful but so time consuming.. :(
