After deciding to try and reinstall Mass Effect 3 to see if that would solve my connection problems Origin won't move past the download step - it starts the install step but it never progresses and it'll eventually prompt me to start the install over again.

try this, delete origin from your pc, use ccleaner to erase all the things that maybe origin could left behind, install a fresh version of origin and try again after this. See if it works

Tried that and I'm getting the same problem. It gets like half way through the installation, though I can't be sure since I get no progress bar, and then it just stops - all of the files are there yet the game itself won't open.

Tried to erase all files, reopen origin and try to redownload the game again?

I've tried that several times, deleting all traces of the files from my system beforehand - and nothing. I've even tried installing from the disc but still nothing.

In "My Documents/BioWare" try temporarily moving the "Mass Effect 3" folder somewhere else. Then attempt install, and move it back after. There might also be some cache files that can be deleted but not sure where those are.

your refering to temp files folder in the local profile (hidden) which you should clean out at least monthly anyway as it eats up space and degrades system performance.
his problem clearly is he hasnt created allow full access rules in his firewall, and probably has it set on strict instead of one of the lesser levels of saftey (strict blocks all new/"unkonwn" programs from accessign the internet) change to the default setting on the firewall program, ensure upnp is enabled (services) ensure NAT is switchedoff in the router, ensure UPNP is switched on in the router (advanced setup options, will require router config to be saved and then rebooted if you make changes)
once you have configured your stuff correctly then try again wiht origin/me3,
if your useing mcafee/norton you will need ot change the default setting to make sure it asks you about everything, it will mean annoying popups but better you get to tell it to let something through the firewall than it defaultign to blocked access...

Alright, finally was able to connect after some fiddling, and it didn't even solve the problem that led me to try re-installing.
