I think it's pretty clear it was for blowing off steam. It's stereotypical 'busy woman, straight to business' writing. And it doesn't make sense that she'd be trying to get pregnant. For one, there's her work to which she is still devoted at that time. Also, when you consider her own upbringing (coming to terms with why she was created) and what she wanted for Oriana (two parents, normal upbringing), raising a child herself, from an anonymous and involuntary sperm donor, doesn't really match up.
After reading the dossier I still don't get a looking for sex vibe at all. I can see screening someone if she wanted to get pregnant or use them as a donor but not for blowing off steam. If you're looking to blow off steam why even care about ones medical condition, all you would need is that the person looks good and protection.

But I am fine with her just blowing off steam as well. Though I would hope that a photo of these gents is included in their medical file, otherwise it seems mighty weird.

If it's her screening for a hereditary disease, it doesn't make sense that it was a mild case of 'fictional condition' that was supposed to have disappeared four years ago. It would have been stated as something more serious or chronic or something regarding family history of a condition. The man's response is telling because he sounds like he's on the defensive as well. Let's not forget that he's not anticipating an issue being made out of latent disease that may affect a child; he's just trying to get laid. Otherwise, he would be questioning its relevance, not trying to explain or cover.
And, of course, no protection is 100% effective.
Take this in combination with the other points I've made, I can't possibly see that this interpretation holds any weight. Obviously, I mean no offence and I hope you don't take this personally; I'm not even expecting to convince you. That's just my thoughts based on many factors.

It is a fictional condition, so it's hard to say for certain. As far as ME is concerned, human characters tend to have real-world conditions (Joker's Vrolik Syndrome) whereas aliens have invented ones that are analogous to human ones (Thane's Kepral's Syndrome being based on cystic fibrosis). Not that I'm saying 'PerfectMan01' is an alien
I'm only going by a sort of writer's logic approach, explained above, as to how the disease is presented. Essentially, it doesn't sound severe enough, and they could've opted for a real-world condition, if they were going for something else.
As for the photo thing, if you check Miranda's membership, it includes a bit about being in the 'Diamond Circle' which allows her to 'review potential iPartners in full 360 vision'. I suppose she had to submit to that too.

No, no. That doesn't make sense. In her file she dismissed a guy who'd had some minor affliction in childhood or something. Why would she do that unless she wanted her partner to be as genetically ideal as possible? It's not like that condition could be sexually transmitted.

I think your posts are spot on.
Miranda trying to get pregnant at a time when she was flying into a suicide mission, and with a Reaper invasion looming, would be both highly irrational and out of character. Miranda is far more intelligent than that.
She was quite obviously just looking for casual sex to blow off steam.
